Happy Valley, Ore — A guy in court facing harassment charges, is arrested as he leaves the courthouse on separate charges.

The Clackamas County Sheriff’s office says Justin Carl Phelps was at the Clackamas County Courthouse for his arraignment on an April 13th incident in which he was caught on camera inappropriately touching people inside the Barnes and Noble at Clackamas Town Center.

As he was leaving the courthouse on August 7th, a Deputy with the Happy Valley Police Department was waiting and arrested Phelps on a new and unrelated charge of harassment.

Phelps is accused of following a woman around the Happy Valley Library on Saturday, August 3rd about 4 p.m.  The woman told police that Phelps inappropriately touched her and then followed her to her car.  As she drove away, she tells police Phelps got into his car and continued to follow her.

Detectives say they are concerned that Phleps may be escalating his alleged behavior and they worry there are more victims out there.

Investigators would like to know if you have been inappropriately touched or followed by Phelps or if you have witnessed him engaging in inappropriate behavior in the Clackamas/Happy Valley area.

Phelps drives a gold 2-door Acura sedan with Oregon Crater Lake license plates.
